Fallout 4 Digital Deluxe Edition

I just recently bought the Fallout 4 Digital Deluxe Edition from the xbox store, and the game will not download past 15%. I called earlier in the day, and I was told that it was not a Microsoft issue and that it was probably on the developer's side [Bethesda]
so I should give them a call. Well I just received notice that it is not on their side, and that it is a Microsoft issue.

I have already done the steps for power cycling and deleting the local caches.

My console is up to date.

My NAT is OPEN.
