Fallout 3 GOTY (steam sale) crashes to desktop after loader

The general consensus is that I need to download the xbox live client for Windows to fix this issue. All links lead here: Games for Windows Live | Xbox for Windows which is not helpful.
Now, Windows 10 has a store loaded into it, I went there, and have my old windows live account accessed for my one game there, RE5.

Nothing changes for the Fallout 3 GOTY crash to desktop after loader problem. I need that file referenced above, not the newfangled built-in for Windows 10 in order to play my game. Where do I get it?

Going directly to the steam folder to bypass the loader shows this error: The ordinal 43 could not be located in the dynamic link library C:\\Windows\SYSTEM32\xlive.dll

Please assist. I'm sure this will come up again since FE3 is once again on sale for the steam winter sale.

And for the next 47+ hours, the entire Crysis collection is 17.49 which includes Crysis, Crysis 2 Maximum Edition and Crysis Warhead. Imagine that. These sales happen all the time on Steam. You should see the 89.99 Bethseda which includes 21 items including
Dishonored, Skyrim, Morrowind GOTY, Oblivion GOTY, Fallout 3 GOTY, Fallout New Vegas, Brink, etc.

 

Mass Effect 2 "Ultimate" Edition release?

Discounts don't mean there will never be a GOTY, Fallout 3, Dragon Age, and Borderlands content has been on sale on and off in the past, both prior and after GOTY releases.

At this time there's been no confirmation on one, but who knows, it's always possible.

 

Potential bypass is to simply GOG.com this game, a lovely site with some moral fiber in re to games last check. Does anyone know if the Fallout 3 GOTY PC version downloaded there contains this ridiculous issue?
