Hello, yes once you setup the new console it will give option to download all of your games. Make sure you sign into the correct account that purchased the games so they can be sent to the ready to download.

I am positive that you have signed in under a different account. You may need to check all Microsoft account that you have then try to sign in on your Xbox console until you have located the correct account.

Reset the old 360 network settings back to factory defaults.

Disconnect the old 360 from the internet (remove adapter).

Connect the new 360 to the network after a reset to factory defaults.

I would reboot your router/modem as well.

So even if I delete all of my games the progress will be saved with the accounts?

Regarding your question, there are two options when you try resetting your console. The first option you need to try is " reset and keep my games & app" with this option, your games stay installed but your console resets itself and removes the accounts you have.

The second option is "reset and remove everything" when you select this option your installed games are removed when the console resets, which means you will have to install them again.

As for your progress that is automatically linked to the cloud with your Microsoft account; which means if you play online you do not have to worry since you will not lose any data. You will just need to sign back in with the correct Microsoft account and you will get everything back just like it was before.
