You can try to uninstall the app and reinstall it again to see if it corrects the issue!

If the problem persists, try the troubleshooting steps below:

Settings > Network Settings > Advanced Settings > Alternate Mac Address > Clear

Then select System > Settings > devices and streaming > blue ray > persistent storage > clear three times > restart console.

If the issue persists, try to soft reset the console by; Settings > System > Console Info > Reset This Xbox > Reset and Keep my Games and Apps.

Facebook Watch is still available. You can access it by logging into your Facebook account and clicking on the "Watch" icon in the left-hand menu. If you are having trouble finding it, you can try searching for "Facebook Watch" in the Facebook search bar.

I checked it here and the Facebook Watch app is still available online which should be compatible on PC and Xbox consoles.

May I know which region are you currently located to check the app availability? And also, did you try to power cycle your console?

Press and hold Xbox's power button for 10 sec. Unplug the power supply for 30 sec. Plug it back in and turn it on again.

Yes, internet explorer has replaced the two apps (Facebook and Twitter) however, the quality how Facebook apepars on the IE app leaves alot to be desired. Could you also possibly close this thread for us? The forum post from TopherXPwns has a good answer
