OK, found the issue, I did not use the paddle shifter to move to the next menu option. Under Game Options > Settings > Controls > [select Control] > Edit. I thought this was not enabled, but a second time around it was, and using the paddle shifter to move
to the right, I could now select Vibration and Force Feedback. The feedback was set at 100. Moving that down to 50 got it back to normal.

I found the email from Dec 2015 where I wrote back to the team about it.

you could try turning down the FFB so it doesn't put as much strain on the motors in the wheel

Thanks for the tip. It trigger the ole memory, I had the same problem back in Dec of 2015, yep 15! When I upgraded from F12015 to F12016. But this time I'm still having issues, so I trust that Thrustmaster will help figure it out.
