If I videotape hackers in game with my capture card and then upload to youtube, will Microsoft look at it? If so, who do I notify to look at the videos?

Exposing hackers on youtube??

No. Microsoft will not take reports through youtube videos. Filing a complaint on them via the console is the only way to have them investigated by the enforcement team. They do not need extra video.

MS only deals with reports done by reporting them on the console dashboard via their game tags. they do not accept any other kind of reports like youtube videos sorry.
