Transferring gamertag from 360 to one

The Xbox 360 gamertag did not transfer to Xbox one when I signed in with existing account. It set up a new one. How do I get existing gamertag onto new console

each gamertag is associated with an specific account and to use an existing one for you, the other account must change gamertag first

if you want change the gamertag, please follow the steps from this link
