Everything hangs at “Took too long to start”

I exited Halo 5: Guardians to check on a game update (Fallout 4), and now my console’s completely fouled up. Halo 5 wouldn’t launch again even after my pantheon of usual tricks to sort out these sort of errors, and now it just hangs at

“For some reason Halo 5 took too long to start.” I’ve seen this error before, but usually it goes away after some time haggling with the system and restarting over and over. Now, not only was Halo 5 affected, but Hulu won’t launch either, for the same reason. I
would expect all the other games and apps are dead now, too. Also, that update I mentioned earlier is stuck. I tried to pause it thinking that it was the problem, but nothing happened even after restarting the console. No matter how many times you pushed
“Pause Installation” or “Pause All”, nothing happened. Once I got a message saying that Xbox Live might be down, but I checked the service in Settings and it said “All services available.” Since the errors kept happening even after a few restarts, I think
this might not be just another one of those things that comes and goes all the time. If I can’t get into any apps or games, then my console is practically useless. But what can I do about it?

please try the manual power cycle steps like mentioned on the following link, be sure to wait at least 60 seconds before powering on again:
Restart or Power Cycle Xbox One Console

if that fails then the best option would be to try a factory reset with keeping Games and Apps installed like mentioned on this page:

Took too long to start

Virtually every time I try to play a game, I get the “took too long to start” (0x8027025a) error. This is despite quitting the game from the home screen and restarting the console multiple times. Sometimes the game will start after multiple tries, but sometimes
I am unable to play the game at all.

 

Any solutions? Mine is doing the same thing.

 

Try deleting the game/hard reset the console/re-install. Have had this work before for me when these things pop up.

Take your console offline and see if you can run anything without it trying to talk to Xbox Live or perform any updates.

 

Please turn off your console and unplug it for 30 seconds. If that does not fix it please see if you have a system update in Settings > System > Console Info > Updates

If that doesn't work please redownload your profile on your console:

Finally, if those did not work please do a reformat of your console keeping games and apps like this:



Settings > System > Console Info & Updates > Reset console > "keep games and apps". This will require you to redownload your account.

The factory reset usually fixes this problem.
