I see that you've already tried quite a few troubleshooting steps to fix this problem with no luck. At this point I think your best option would be to try a factory reset of your console or fresh install of the Windows OS if you're on PC.

For console there's an option to keep your installed games and apps and your saves will be safe on the Cloud. Please ensure that you know the email/password of accounts on the console then start it from the console settings.

Do not use the app or bring over previous settings when you're prompted to do so.

If you're on PC make sure that you back up any important files before doing the fresh install.
