If you are referring to the insider program simply go to the enrolled xbox and open the Insider app

Scroll to the right and it should tell you what program you are in such as Omega, Delta, Beta or Alpha



Press A on the words you are currently enrolled in ...

Go to manage

At the bottom it should say which ones you are now eligible to enroll and at the very bottom un-enroll

I know you said without XBOX, but thought I'd advise how you take your console out of the Insiders from within the Insider Hub on the console or at least drop down to a lower ring.

After you load hub under Announcements you will see what ring (Beta) your in..

Click to manage and/or exit from the previews.

At of today you would have to factory refresh if you leave but could go down to Delta without a refresh.

If you go down a ring wait until the Omega ring OS version is the same and go down to there which has fewer updates and is nearly about to be released as a General release.

In my understanding the Dashboard experiment, A, B, C selection, is totally random.

As "Both consoles say their OS Version is (19h1_release_xbox_dev_1911.191028-1335)" your consoles are either in the Beta or Delta ring.

Both those rings and Omega ring are getting a preview update News release notes Beta Delta Omega
Insiders today, which you can manually start or wait until it becomes mandatory.

After you do the update, if you want to change rings, it will be the perfect time to change as all those rings will be on the same release. Subject to eligibility.

Maybe it won't be shown at all! That sounds ridiculous but if you listen carefully to their response, "we are not going to announce it; we are not going to announce when we are going to announce it; we are not going to announce plans for the announcement,
and we are not going to announce announcements for plans to announce the announcement". This, pertaining to the release date, shows that Rockstar will release the game when it's ready and will not release a release date, an announcement for the release nor
plans on when they will announce the release date.

Its a 50 /50 chance every time they release a new update, i do see what your saying it realy should go to the guys an girls that put the time in .

I have been a insider for many many years and have been lucky so far with the updates. 👍
