Thanks for coming to the forums. Have you tried installing the disk to the hard drive itself? There has been an issue with original Xbox games on disk not playing or installing. Also try powering off the console, remove the Hard drive power on the console.
Then power off again and insert hard drive again then turn on again. Also would leave the USB drive out, this will force it to save on the internal. Also, is the internal an original Xbox hard drive, if they are third party the game will not work.

I have the slim black Xbox 360 with the 250 gig hard drive. Is that the one you have? And I have mine installed to the hard drive.

well which 360 do you have a 4 gig or one with a 250 or 320 (most were 250 a 320 was available later on). if you have a 4 gig model then you will need a hard drive as the 4 gig is just the equivalent of an internal flash drive not a hard drive.

It is in the hard drive, but it still doesn't work. He has 120 gig of free space. Still says he needs an Xbox 360 hard drive.

FYI you do not need a hard drive to play GTA V just a flash drive of at least 16 gig or more for the install disc. there is no refunds as it is not MS's fault you got a defective hard drive or a bootleg drive they assume that users have A: a hard drive
for their 360 or B: the previously mentioned flash drive of 16 gig or more.
