Profile cannot be downloaded at this time.

Hmmm, tricky! Taking a step back, when you tried downloading your profile directly to a USB device (support.xbox.com/.../usb-flash-drive), was the hard drive
disconnected? If not, can you try doing this again with the hard drive disconnected? Do you receive the same error code when doing so? Thanks in advance. Hang in there!

If you haven't already, please read: Error 800704DC occurs when you try to download your profile on Xbox LIVE

Can we try a with slightly different approach. If you have a USB flash drive,
configure your USB for use with the Xbox 360. Turn off your console and
safely remove the hard drive. Plug in the USB drive and try download your profile to USB memory device. If this worked, turn off your console and reattach the hard drive. Turn on console and move profile from USB to drive.

Post back and let us know how it goes.

What are you trying to do? Configure hard drive to save games to

What is going wrong? Can not configure hard drive (already converted to FAT32)

Hi there

if you are participating in the 360 preview program please create a thread in the preview forums here:

forums.xbox.com/.../default.aspx

If not in the preview then please run al full format of the hard drive again to FAT32 via the PC and try to configure the harddrive again afterwards via the 360 console, just be aware that it will only be able to use up to 32GB per device at this moment.
The option to use more is currenlty only available in the preview program

I do realize it will only be able to use 32G at this time. I reformatted via my PC to FAT32 again and the drive shows up as being there and about 32G but when I try to save data to it, it says it needs to be configured and then I get a repeat of the same
error.

Just to be sure, are you using the steps to configure the usb drive for the 360 like shown on this link

I have done it exactly the way that it says to do and it still will not configure the drive.
