    Xbox Live is currently experiencing some outages, including the kind that would prevent opening some games. Digitally owned games are especially at risk, so if you bought GTA 5 online, you'll have to wait for Xbox Live to be repaired.

    Open Powershell in admin mode and paste the following,

    Get-AppxPackage -AllUsers| Foreach {Add-AppxPackage -DisableDevelopmentMode -Register ā€œ$($_.InstallLocation)\AppXManifest.xmlā€}

    Then restart your PC to apply changes.

    It is either a windows error or Gaming services app error. This originated when I was unable to start my game and was redirected to install gaming services.
