Error purchasing a game

Hello,

I'm trying to purchase Oblivion for XB1. After i select my payment method and select confirm the sub-screen (small screen brought up to make the purchase, while dashboard is still active in the background) briefly has a white hue, then presents me with a
message saying "Sorry, Your purchase can be competed at this time. Please try again" There is no error code. There is no additional information. I have tried with numerous credit/debit cards that i have verified to have accurate information. 1 account was
even suspended temporarily. I am an American, with a console purchased in the US, who lives in Italy. This error happens regardless of my consoles selected region. I really just wanted to play some Oblivion for a few hours while i had the time. Tamriel needs
saving.

So, I've already downloaded Age of Empires via Steam and it said that I needed a product key to play. I found that I needed to buy the game on Xbox's site but when I tried "purchasing" it, a notification popped up saying that my purchase can not be completed
at this time. I waited a week to see if it was just a bug but sure enough when i tried buying it, the same notification popped up. I don't see any way around this and would really like some help with this.

Games are not made available in every region due to rules and restrictions in that region. So it is possible that you won't be able to download some of the free games because they are region blocked in your area. The ad for the Game for Gold does say that
games will not be available in all regions.There is no way around region blocking.

I'm sorry to see any purchasing issues! It sounds like your account itself is still set to US, if you created it in here in the States. To be able to make Xbox 360 purchases on the website or Xbox One consoles, you will need to have your Xbox account's region
matching your physical location.

You will want to do a
region migration to change your account's region to Italy. You will need a card from Italy to be able to make purchases for 360 items once you do this, though.

If you do not have a card from Italy, then I wouldn't suggest doing this. I would suggest getting your profile on an Xbox 360 to make the purchases from there so that you can install them onto your Xbox One.
