Error PBR9002- can't buy games online in China

I recently moved to China and brought an xbox one with me. I was able to sign up for xbox live through my xbox one via credit card while living here in China. But it won't let me make any purchases. It says "use a different way to pay" and then error
PBR9002 on the bottom of the screen.

I have tried using another credit card and my paypal account. Same problem, same error.

Is this maybe because of my Chinese ip address?

    Any tips someone can offer?

    :)

I would guess that since the Xbox One hasn't yet been released in China, the Market place won't be functioning out there. Either that or you need to use a Chinese credit card. you could try purchasing some prepay Xbox credit in china maybe that would work?

I hate to turn this into the usual PS4 comparisons and such... but I feel it needs to be said.

I have numerous friends that have picked up ps4 's here in China, and their live content works smoothly. In the modern world, lost of people simply move around a lot. It appears that Sony understands this and makes things simple for their gamers. I hate
to say it after being a loyal supporter for so many years, but Microsoft is becoming very difficult to defend. I bought a 600 freaking dollar system (after taxes), and now Microsoft is telling me I'm not allowed to move? WHY? Why does Sony allow their customers
the "right" to move to a different country, but Microsoft does not?

Seriously though... does anybody know a way around this? It took me so long to save up and buy this consul. It really was a big investment for me. And now it's pretty much useless. I really do feel that Microsoft doesn't care about their customers.

    Rant over.

Get on to customer support, this is a growing problem that has been affecting loads of people. Mostly through Paypal or in situations like yours (moving from one country to another). But not exclusively, plenty of people trying to buy under normal circumstances
have also be getting the PBR9002 error.

If Xbox support clear it for you, try changing your region and buying from a region closer to your location. Not sure if China is on there.

Incidentally, the PBR stands for = Purchase Block - Risk. You probably wont be able to pay for anything until Microsoft clear it.

I've called customer support two times. Both agents didn't even understand what the PBR9002 code meant. When I told one of the agents I moved to China, he told me to just switch my region to China. I politely responded that neither xbox live nor xbox
one are launched in China. Both agents ended by telling me they "didn't know" what I should do.

Is there a specific area of xbox support that focuses on these types of issues? How do I get in contact with them specifically?

There's nothing you can do.Xbox live is not supported in China.

It's not that Microsoft don't care, the more countries that support live then the more money they make,it's more than likely down to local laws.

It's only recently that you bring a console bought in another country into China.

Once/if the Xbox one is officially released in China the live would be supported

Sorry Daft Badger, but I don't really buy it.

Sony PS4 online works perfectly fine in China, even though it's not "officially" available here.

This is a microsoft issue. They just seem to love making things difficult for their customers.

It really does feel like Sony is trying to make things as easy and simple as possible for their customers.

You bought a $500 system and now you need to move for employment reasons? No problem.

It's not a Microsoft issue,it's a goverment issue. You really believe that Microsoft wouldn't have xbox live in a country the size & with the population of China if they could.

China is still extremely strict with what is & isn't allowed in their country, especially when it comes down to western countries.

Anyway, live isn't available in China so there is nothing you can do about your issue.

But why does PS4 online work no problem in China? Ps4 is not officially launched here either, but it works perfectly fine.

Every other item I own allows me the right to "move", even if not officially launched here. Smart phones, tablets, PC's, consoles not made by Microsoft (nintendo, sony)... all of these allow their customers the right to "move". All of these things work
    perfectly fine in China.

I can't think of a single other item in the world that doesn't give it's customers the right to "move" to another country. Just xbox ones.

    I'm not being unreasonable here...

I just want Microsoft to let me do what every other piece of electronics ever made has been allowed to do.

its not working fine if you cannot add a Chinese creditcard

your country must be supported if you want full online service

this means you must provide your own means to add a subscription that also means you cannot use localized content or apps due to the fact apps are region restricted like Netflix etc

it was against the Chinese laws to use a console in china

    this was ONLY recently lifted

sony does not allow you to move at all

if you want to be in another region you have to make another account same with Nintendo

no console except for xbox allows region migration

even google or apple has to follow local laws

which is actually enforced by the isps and state controls

china isn't what you think it is

en.wikipedia.org/.../PlayStation_StoreThe user can add funds to their wallet in a number of ways, the most common of which is by credit or debit card. Users in many regions can
also purchase PlayStation Network Cards[7] or Tickets in set denominations from retailers including supermarkets or video game stores. These funds are redeemed on the PlayStation Store when the user enters the unique 12-digit code found on the card into the
PlayStation Store.[8] Nintendo themselves later adopted this currency system for their succeeding eShop. The Store's account however is region locked and generally only accepts credit card that is billed in and PlayStation Network Cards purchased from the
same country selected during the registration process, which cannot be changed afterwards

  15. Games and content on the Xbox Live network are region locked and provides data exclusive the region. If you are in a region that does not have Xbox Live support you would not be able to access the marketplace or Xbox Live. This same region lock also applies
to buying disc based games when in other regions; the region of the game must match the region of your console itself.
