Windows 11 has a built-in troubleshooter for fixing Microsoft Store app issues. Here's how to run it:

Open Settings (Windows + I).

Go to System > Troubleshoot > Other troubleshooters.

Find and click on Windows Store Apps under Most frequent.

Click Run and follow the on-screen instructions.

Next is to sign in to the Microsoft Store. Please ensure that you are signed in to the Microsoft Store with the same account you use to install the Xbox app.

Open Microsoft Store.

Click on the profile icon in the top-right corner and sign in with your Microsoft account.

Once signed in, search for the Xbox app in the Microsoft Store and try installing it again.

Then kindly clear the Microsoft Store and Xbox App Data. Open Settings (Windows + I).

Go to Apps > Installed Apps.

Scroll down to find Microsoft Store and Xbox App.

Click on Microsoft Store, then click Advanced options. Choose Reset.

Do the same for the Xbox app by selecting Advanced options and then Reset.

After resetting both apps, restart your PC and try installing the Xbox app again.

After that is to manually Install the Xbox App. To do this, please visit the Xbox App page on the Microsoft Store.

Click Get to download and install the Xbox app manually.

If you're prompted to open the Microsoft Store, ensure that you're logged in with the correct Microsoft account.

Please reset the Microsoft Store cache by pressing the Windows key + R to open the Run dialog box.

Type wsreset.exe and press Enter.

A blank Command Prompt window will appear, and after about ten seconds, the window will close and the Store will open automatically.

And then run the Store Troubleshooter. Go to Settings > Update & Security > Troubleshoot.

Click on "Additional troubleshooters".

Select "Windows Store Apps" and click "Run the troubleshooter".

Third-party antivirus software might cause installation or launch errors on PC.

If you encounter issues installing or launching games, please suspend your antivirus software temporarily while you attempt to troubleshoot the installation.

Next is to to check for Windows updates, go to Settings > Update & Security > Windows Update, and then click "Check for updates".

Once PC is up to date, please install the app once again.

I think the version of the "Select "Windows Store Apps" and click "Run the troubleshooter"." that you mentioned was outdated as the windows already removed that option.

PS: I have used windows 11.

Thanks for responding, I installed it and try to launch xbox app but the same error code still appears.
