    Thanks for reaching out to the forums! Although you are not a member of a family group is it possible that someone else may have set your account up for you and potentially set content restrictions on your apps?

    It is telling you the correct error

    You are not able to make the purchase on the website or xbox one on a child account of way is to make it on an xbox 360 with the appropriate parental permissions or an parental account with gold

    That's not a bug

    You have two options

    First follow copa law

    You cannot make the purchase because you fall under copa only by having parental permission can youake.the purchase however xbox one parental permissions don't apply to xbox 360 marketplace that's why you are getting the error

    And wait till you are 18

    2nd you can solve the issue another way have a parental make the purchase on their account with a gold membership

    What I can suggest is since the permission isn't coming through, you should turn off permissions on her account and let her buy the subscription, afterwards you turn the ask parent permission back on.
