is the 16GB a usb or hard drive?

if it is a usb you need to have an official HDD hard drive to download because you need to have enough space to download the update for the game after you download the game. (same with the hard drive if you only have 16GB left)

you can delete some stuff you don't need like extra backgrounds or game add-ons that take up stuff.

Title updates can be stored on USB drives... this is happening because of the region change. Different regions/countries have different versions of games and apps. Quite frankly changing which region your console is set to could be interpreted as Marketplace
fraud because you are knowingly attempting to gain access to goods or services outside of what is normally available in your region.

You can try to call up Billing support but they're under no legal obligation to refund you.

Sometimes when the system is overloaded with request it might prevent certain players from downloading purchased items.

Your space is more than enough seeing as Minecraft does not take much space. One of the smallest games on my console.

Are you managing the install via the Xbox (Beta) app? If so, I would recommend opening the Windows Store app and checking the download there. Many times it will include an error message and code for any issues with downloads. Can you check that and
let us know if there is an error code? Another item to check on would be storage space. Make sure there is enough space available on your install drive for the game to be downloaded and installed.

Are you sure you have enough space on your harddrive/memory unit to handle the item you are trying to download?
