    Did you try clean boot? A "clean boot" starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program. If your problem does not occur while the computer is in a clean boot environment, then you can determine which startup application or service is causing the problem by systematically turning them on or off and restarting the computer.

    How to perform a clean boot in Windows - Microsoft Support

    In addition, did you check your graphics driver? Update, roll back, or reinstall the driver. Ensure that the driver remains compatible with your system. Visit the manufacturer's website to download and install the appropriate driver.

    If the issue persists, consider reinstalling Windows from scratch, as there won't be a better solution. Remember to back up your files in advance, just in case.
