Error codes and cant play any game pass games I have downlaoded

So I stopped playing any game pass games a while back because I couldn't be bothered downloading anything and nothing was really catching my eye, And I recently came back to play some new games that I downloaded overnight and now everything I try to launch/play is locked behind error codes such as 0x803F8001 and (-2015294522) I've tried multiple things in the services area and make sure licensing and all xbox related things are running and no change I also tried running all the games with admin privileges low and behold nothing is working and I'm pretty mad about it, are there any fixes because it's quite annoying to be paying for something and then you simply can't use or play it
System Info Ryzen 5 3600x, RTX 3060TI, 3TB Total of storage 2x HDD 1TB's and 1x 1TB SSD Gen 3, 36Gb DDR4 Ram

Yes Full windows spec is Windows 10 Home v 22H2 installed 30-09-2020 OS Build 19045.2846 Experience Windows Feature Experience Pack 120.2212.4190.0

not "restart", I meant, "reset". Like, I usually just wipe the computer clean, and do a fresh install.

Again, this should be last resort, and you make sure everything is backed up before you reset things, of course.

Let's try the following:

1. Press the Windows + R keys.

2. Type in the Run window: wsreset.exe

3. Click OK.

This should normalize the behavior of the Store.

If the issue persist:

Open the Command Prompt as an administrator by pressing the Windows + X keys and selecting the Command Prompt (Admin) option.

Copy and paste the command:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML
