Error code when I go into data missing packs and click the one I need

So I had everything installed I was playing the game. Came back the next day said I was missing data packs. I watched vids on it so I installed a pack then tried reinstalling it and it throws a error code try and come back later. I uninstalled everything 3 different times to see if it works. Idk what to do honestly.

Is this for the game Call of Duty?

Could you try this on your console after uninstall the whole game:

1. Turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely.

2. Unplug the console's power cable from the console and from the power outlet. Wait 5 minutes.

Important: Be sure to wait at least 5 minutes. This step resets the power supply.

3. Plug the console power cable back in.

4. Press the Xbox button on your console to turn it on.

Aftert that, try to remove and re-add your profile on the console.

So it’s on Xbox 1 s and what’s happening is I had everything installed I was playing the game I came back the next day and tried and it said missing data packs but I looked and had everything installed. So I uninstalled multiplayer pack 1 and I couldn’t reinstall it cause I was giving me a error code saying error please come back later.

With which game is this happening?

Apart from reinstalling the mentioned packs, you have done anything else?

Is this happening on Xbox One consoles or newer Series X/S?

When i go offline and click on campaign it says

"you do not own or are missing the Data pack DLC1 DLC. Please download and install "

When i click on multiplayer (offline ) it says

"you are missing one or more Multi player DLC packs, please download and install"

And when i click on CO OP it says

"you are missing one or more Special Ops DLC packs please download and install"

But when i go to the game and click on manage i have all 6 available downloads

Having the same problem on MW with the missing data packs after purchasing new X box 1 X and re-downloading all games. Getting a error message of "purchase failed error code PILUM" when trying to download packs. Also using manage game menu, and re-downloading packs, still no luck and same error code saying missing.
