Error code PUR 3001

So I was trying to get an xbox live gold membership trial for my little brother, and I've already tried to change all of his settings to allow purchases. Yet it still says I need to allow purchases (Error code: PUR 3001)

Error code when trying to change gamertag

I get this error code:

Purchase-3001

I have been trying to purchase a new gamertag change, and I have only gotten error codes like this one:

d8321aeb-020c-428f-94d2-dc42f231880e

I don't know what it means or what im supposed to do with it.

Make sure your xbox location is set correctly: Press the Xbox button to open the guide. Select Settings. Select System. Select Language & location. Select your location from the list, and then select Restart now.

You could also check to make sure your microsoft account region is set correctly, and this can only be changed once every 3 months: Please read the warnings before you move if you do move.
