Error code 838200C8

I have been getting this error code 838200C8 for a while, and from looking at other posts it seems that Microsoft and Xbox don't seem to give a crap as they make you answer the same questions over and over again and send screenshots of the same error message
and then when you don't respond straight away they close the case as resolved and then you have to start the whole process over again then can't even go threw the process again because they give you a contact number that goes to a stupid test recording. They
seem to be aware of the issue but have no idea how to fix it. Absolutely crap service. More like customer lack of service or care. Does anyone who had has this issue ever had it resolved or is it just a waste of time. Any help would be appreciated
