Error Code 80A40002 upon account creation

When creating a new account, I am receiving this error saying "Try again later..." after I enter characters to verify I am me. First of all, I only started to recently have to enter characters for verification. Before that, I could make new accounts without
verification. I don't know if I was flagged or what. The support agent I spoke with said to make this post just in case my xbox one was flagged by security. I know I haven't done anything deserving of that. I like to make accounts when I play a new game
before I play that game on my primary account because I like to get achievements at 100% so I never test a game on my primary account. I also play a lot of sports games and each week they come out with challenges. I like playing the challenges multiple times
because of the really cool legendary players you get to face, but once you beat the challenge the challenge isn't available to play anymore. Therefore, I make multiple accounts so I can play the challenge as many times as I like. Please help me with this
error. I appreciate the help.

30 days is not from account creation but account access or manipulation, you can only change things once every 30 days and the start time is upon first access or change not creation
