Error code 80190864???

I've been getting this code today while I was trying to buy Saints Row 4. What I am trying to do is use all of the money on my Microsoft Account, which is about $11.20, to buy the game while it's on sale, which is $11.99 right now for gold members. I figured
I would spend the extra 80 cents to buy the game while I can (after spending a full day on figuring out how to do the split transaction), and when I finally figured it out and tried it, an error came up, saying;

"Sorry, this payment option didn't work the last time it was given to us, so we can't use it this time. Please use a different credit card or other payment option. Find more info by looking up status code 80190864 at xbox.com/errorhelp."

Seriously, what is going on? I looked it up online, and it said one possible reason for it is that there isn't enough money on my card. Alright, so I checked that, to be sure, and I have over $1 on it. I tried it again after that, and I get the same code.

I've also been having another problem, where my Xbox has been telling me that Microsoft couldn't get the monthly payment from me for Gold, saying it failed on 'so and so' date. Yet when I go online, it says very clearly in my transactions that the ten dollars
has been taken out of my account for my sub.

ANOTHER problem I've been having is with Xbox Live Rewards! I spent about $15 last month, ten on the fourth and 5 on the 11th, and I haven't gotten the credit for those yet. I'm excepting at least 200 points, though I might get 400 with how much money I've
spent before.

Soooo... any idea what the heck is going on? This really can't take too long, the sale for the game I want is going to end in a few days, and I've already had a bad enough day... lightning struck my house through the Directv dish on the roof, because it
wasn't FREAKING grounded!!!!!, and fired two tvs, both of which costs over $800 together, and two Directv boxes, one of them being the 'Genie' that is... well, if that goes out, the whole house doesn't get TV at all.

So yeah, today hasn't exactly been my day, and this isn't helping much.

Cannot redeem codes

Anyone else havin a problem. Its accepting the code and displaying what its for but when i click to download i'm gettin an error message everytime with no specific error codes. ***!
