Have you tried the steps here:

Error 80070570 occurs when you try to download content from Xbox Live

You see the following error code and message when you try to download content from Xbox Live:

This means there may be a temporary problem with the Xbox Live service or with the content that you’re trying to download. Or, there might be a problem with the hard drive to which you’re trying to download content.

Solutions

Solution 1: Cancel all pending and partial downloads, and then download the content again:

1. Cancel all downloads:
1. Press the Guide button on your controller.

1. Go to Games & Apps.
2. Select Active Downloads.
3. Select Cancel All.
1. Cancel partial downloads:
1. On your console, go to settings and select System.
2. Select Storage, and then select your storage device.
3. Select the content type that you are trying to download.
4. Find the item that you are trying to download.
5. If the item is listed, select the item and then select Delete.
• Download the content again:
1. On your console, sign in to Xbox LIVE.
2. Go to Settings and select Account.
3. Select Download History.
4. Browse your download history. Select the item, and then follow the instructions to download the item again.
If you still experience the problem, try the next solution.

Solution 2: Download free content from Xbox Live as a test

If you try a free download and it works, there may have been a temporary Xbox Live problem. Try your original purchase again.

If you keep getting the error message, it could mean that Xbox Live has a longer-term problem. Either wait and try your purchase again later or try the next solution.

Solution 3: Download the item to a USB flash drive

If you’re trying to download the item to a hard drive, try to download it to a different storage device.

If this solution works, there might be a problem with your hard drive. See Troubleshoot Xbox 360 hard drives. For more information, see USB flash drive support for Xbox 360 and Xbox 360 storage.
