I could contact Xbox support and the problem was resolved.

I've done everything again, keep my games and apps but I've removed information about my account and it worked.

This is another problem. It's impossible to contact Xbox One Supoport for Brazil.

I had the same problem for a couple months until yesterday when I had to call for tech support. when I called they said it was due to corrupt files and that doing this every three months is needed. luckily they helped me out and fixed the issue but I had
to do it again the next day. now, the process is lengthy but works and is worth it. so what you have to do is...

1- open settings and go to devices and streaming

2- go to blu ray, then go to persistent storage and clear it three times

3- reset your console but keep games and apps

4- complete set up but when prompted to keep old setting select no

5- do it every three months to avoid corruption

I really hope this helps you out because I know the pain to want to watch netflix or youtube while piling heaps of food into your mouth (maybe thats just me) and not being able to watch anything
