Error Code 0x87e00064

I want to reinstall gears of war 4 on my Xbox One S (I have had the game installed before) and every time I try, the installation stops around 25% and will download a few megabytes then stop and say "check your disc. your disc might
be dirty or damaged. try cleaning it or use a different disc. (0x87e00064)". I have tried everything the Xbox support website recommends, clearing local saved games, installing the disc offline (it stops downloading the disc at 49% each time and simply won't
go further, no error message or anything), and power cycling my console. My disc is perfectly fine and I have tried cleaning it to help. Nothing seems to work, is there anyone that knows how to deal with this?

when it installing up to 63% then it stop then it came up with a error code 0x87E00064

 

And by the way whenever I try to install it online, it makes me download an update for the game which then causes the error code to come.

 

I have the same problem with Halo mcc

And it's new it's from software not from the razor
