Error code 0x87c40006 Cannot add friends enforcement team has no contacted me yet

I got my xbox one about two weeks ago and whenever I search my friends (and have verified their gamertag) a message says we cannot find that person (0x87c40006). I cannot add them from online either. The enforcement team was supposed to contact me 6 days
ago and still hasn't.

Problems adding friends

Hello,

Has anyone seen this issue? I cannot add friends. I have double, triple and even quadruple checked to make sure that I have their gamertag correct and I get the following error

We couldn't find that person

Check the gamertag and try searching again (0x87c40006)

This has happened with several different gamertags, and I have not successfully added anyone with a gamertag search.

Can't Do a Case Review

There are no "Enforcement forums". The Xbox Enforcement team do not post here on the forums at all. They are only contacted through their
website with a case review.

If you cannot submit a case review, there is probably an error with the Enforcement website right now. You'll have to try again later.

No, you cannot. The enforcement team decides which violations can and cannot be disputed.

I made a post about rally racing. By no means does it violate any terms and conditions yet I'm suspended for it and they will not allow a dispute and there's not a single email address for the enforcement team

I have already tried to come in contact with Xbox support but they’ve all said that they cannot do anything to help me since everything is done by the enforcement team. And I cannot contact the enforcement team since my account on their website still shows that everything is normal.

Submitting a case review is the only way to contact the enforcement team. It doesn't matter if you're just in a party with friends, if someone files a complaint on you the enforcement team will investigate and if they find something they determine is a violation
of the code of conduct, they will take action.
