Error code 0x803F8001

I recently got back into playing ARK and wanted to install it on my W10 desktop as it is now part of the Play Anywhere program. The install failed because of error 0x803F8001, which suddenly started appearing on my Xbox as well when I gave up and tried
playing it on there as well. A hard reset, full reinstall, longing in/out, checking the home console permissions, and using the registry to reset the Windows store on my PC did not fix the issue. Every other game in my library can be played without issue,
while this one in particular appears to be unable to launch because of that error code. Is there any way to fix this?

This doesn't help at all. Look around the net. EVERYONE gets this error and THIS SOLUTION NEVER FIXES IT.

I tried using these steps, but the guide does not list anything that could be the case. I made sure that the game was purchased under my account (since December of 2015 according to the Windows Store's purchase records), Social and Gaming services are currently
up, and the game's page on both the Xbox and Windows Stores say that I own the game already when signed in on my account.
