I have exactly the same problem with my new controller. I would like to know why Microsoft support have not replied to this thread?

I realize that you are experiencing an error code issue with your Xbox controller, and I understand how you feel.

Understand your current situation, you can try the following methods: Reconnect the Xbox controller:

Sometimes temporary glitches can cause connection problems. Press Windows key + I to open "Settings". Navigate to "Bluetooth & other devices". Click the three-dot icon next to the Xbox controller and select "Remove device". Then click "Add a device" and follow the on-screen instructions to reconnect your controller.

Try the command method:

Right-click the Start menu, select Windows Powershell in the pop-up tab (if the command is not available there, select Windows Powershell (Administrator)), and then enter:

Get-AppxPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Wait for the command to run and restart
