Error 8015190E - Can't connect to Xbox Live

I have the same problem formthe last 24 hrs. After the last update, I had NO issues connecting to Xbox Live.

However starting yesterday, without any changes to my existing configuration, I started getting 8015190E error code. I tried EVERYTHING written on the support articles but nothing has changed. Test result always come back with Network and Internet as Connected
but Xbox Live Not Connected. Also Live Status lists Service, Xbox stores, Accounts and Matchmaking as UP (except the last one is giving recently a Service Alert)

There must be an issue with the service/system is all I can think of right now.

I have been having this problem since Feb 2014. I made the mistake of calling xbox. We did usual power down, clear cache, blah, blah, blah. They offloaded the problem to the modem, the ISP, location of the router, etc. 2 years no problems and now this.
I changed modems and problems reappeared. I called technician who spoke on phone with xbox and reset all modems settings to xbox configurations. Worked 1 week and down again. Replaced console with pre-owned console - xbox live worked 2 months then out again.
I am on 3 monthly renewal of Gold membership. Everytime renewal happens I receive error 8015190E. Xbox support have been working on case for 3 weeks now. No answer. They claim it is a very rare case. From looking at forums and youtube clips this is a very
common problem and XBox are just lazy and washing their hands of the issue.
