That was actually one of the first posts I saw on the subject but unfortunately I dont have a disc so those steps wont work for me.

Thanks but I actually started there and it pointed me here since phone support is currently closed in my region. I doubt it is a hardware problem though since the xbox is less than a year old and I have no issues with destiny 2, warframe or the division
2, which are all larger games. It really seems like the issue is on the server that the game is being downloaded from. Why else would a factory reset deleting all data not solve the problem unless the issue was tied to the account on the xbox servers? I just
really wanted to play this game I paid a hundred dollars for and didn't want to wait until tomorrow. I guess my super deluxe edition will just be a super deluxe failed download until then. Thanks for the advice though.
