Error 0x803F8001 in PC with Game pass ultimate

In the XBox/Game Pass app for PC, I installed a game and then I clicked on the "Play" button.

[GAME] is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001

The games work perfectly on the XBox console but on PC nothing works well.

Why is it so hard to make this thing work?
How can I fix that?

- I checked windows updates:
Start button, and then go to Settings > Update & Security > Windows Update .

Everything is Ok - Nothing was fixed

- I enabled the Xbox app from Services:
Go to Start > type ‘task manager’ > open Task Manager
Go to Services > click on the Open services buttonopen services task manager
Locate the following services: xblauthmanager, xblgamesave and xboxnetapisvcenable xbox app

Right click on them > start the services

All those 3 services are running - Nothing was fixed

- I ran an SFC scan:
Go to Start > type cmd > right-click Command Prompt > select Run as Administrator

Now type the sfc /scannow command

Wait for the scanning process to complete and then restart your compute

Everything is Ok - Nothing was fixed

- Network settings
Select the Start menu and type Network. ...
In Windows Settings, select Network and Internet.
In the left navigation pane, select Status to make sure you're viewing the network status window. ...
Click the Network Reset link and review the Network Reset information message. ...
Select Yes in the network reset confirmation window.

Everything is Ok - Nothing was fixed

- Other stuff that I did:

1. sign out and sign in again on Microsoft Store
2. Run Windows Store Troubleshooter
3. Reset Store app
4. wsreset command
5. Powershell:

* In the Search box, type CMD
* Right click on Command Prompt and choose Run as administrator

* In the command prompt, enter the following command:

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

Nothing was fixed
