Error 0x80246019 preventing me to install ANYTHING (even updates) in Microsoft Store and...

Thanks for reaching out to us in the forums for this issue. Regarding the updates not installing on your Windows 10 PC and the error you're receiving, you may wish to reset the Microsoft Store and then try to install and/or update everything again. This
will permanently delete the app's data including your sign in details, so be sure to know how to log back into your Microsoft account.

Go to Settings> System>
Apps & features> Click
Store> Advanced options> Reset.

Prior to performing the reset, you may wish to try out some of the solutions from the support article entitled Fix
problems with apps from Microsoft Store. They may be able to resolve the issue without the complete reset of the Microsoft Store.

Give the solutions a try and let us know the results.

First, try signing out of the Microsoft Store. Click your Profile picture at the top right, click your account then sign out.

Restart your computer, launch the Microsoft Store app, sign in again, then attempt downloading again.

Other things you can try...

Start by running the Windows Store Apps troubleshooter.

Open Start > Settings > Update & security > Troubleshoot

Scroll down to the bottom

Click Windows Store Apps

Click Run the troubleshooter

When complete try opening the Store again.

Also check if the Store works in another user account.

Press Windows key + R

Type: wsreset.exe

Hit Enter

Do this a couple times then try launching the Store again.

Your Antivirus might be interfering with the Store, try disabling it 'temporarily' to see if it launches.

Check Windows Update and install the latest updates. Sometimes Microsoft releases infrastructure fixes for the Store through Windows Update.

You can also try resetting the store app using the following instructions:

Reinstall the Store:

Press Windows key + X

Click Windows PowerShell (Admin)

At the command prompt, type the following then hit Enter:

Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

If that does not work, try resetting the software distribution folder:

Before carrying out this procedure, disconnect from the Internet. That means turning off Wi-Fi and disconnecting from a wired connection. If you don't, Windows 10 will indicate some files are in use and cannot be modified
or the command will be non-responsive. Also, you should restart your computer after disconnecting from the Internet. The easiest way to do it is to enable Airplane mode from the Action Center - Windows key + A.

1. Open Start, type: CMD

Right click CMD

Click Run as administrator

Type each of the following then hit Enter

taskkill /F /FI "SERVICES eq wuauserv" (do this multiple times)

net stop cryptSvc

net stop bits

net stop msiserver

ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

rmdir C:\Windows\SoftwareDistribution\DataStore

rmdir C:\Windows\SoftwareDistribution\Download

If that does not work...

1. Open Start, type: CMD

Right click CMD

Click Run as administrator

Type each of the following then hit Enter

Run these codes:

Net Stop bits

Net Stop wuauserv

Net Stop appidsvc

Net Stop cryptsvc

Ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak

Ren %systemroot%\system32\catroot2 catroot2.bak

Net Start bits

Net Start wuauserv

Net Start appidsvc

Net Start cryptsvc

After running these commands, check if your issue is fixed.

When complete, hit Enter, then restart, then try updating again.

I did what you suggested, but no luck. Same issue with AoE IV (no error message). I tried uninstalling and reinstalling MS sudoku and MS Mahjong and was variously getting error messages 0x80246019 and 0x80248014 (and when trying to update other installed apps). So I went down both those rabbit holes and did:

1. Run the WSReset script
   
2. Run the App troubleshooter
   
3. Disable Windows Firewall
   
4. Run the SFC scan
   
5. Repair Microsoft Store
   
6. Check Time & Date
   
7. Reset Microsoft Store
   
8. Disc CleanUp -> Clean system files and Temporary Windows installation files.
   
9. Ran the commands and scripts listed on

This got everything in the Microsoft store store working again. Except for AoE IV, which still has the same issue. I select the target drive and it reverts back to the ready to install screen. But I can update and install new apps fine (other than AoE).

When I purchased AoE IV Pre-order, I was behind a VPN (albeit with an exit node in my country, Australia). I have disabled it to try to resolve the issue, but could this somehow have affected the purchase? Or, is it potentially not installing because it was purchased as a pre-order but not installed until after the release date? Everything else in the Microsoft store seems to be working fine. It's just AoE IV won't even attempt to download and doesn't throw any error messages.

Is there a way to reverse/cancel/refund the pre-order game I purchased and try to purchase the AoE IV + 4k HDR Video Pack package (which is the same value) but I do not 'own'?
