Error 0x80070015 when trying to install Sea of Thieves on a different drive.

I am trying to install Sea of Thieves on the Xbox app (can't do it from microsoft store) and it won't let me install on my SSD only on the old HDD it was installed on.

I have tried most google solutions with no luck. The old HDD is much slower than the SSD and cuts down on performance quite a bit. The new SSD works fine with literally everything else. I have even tried changing the drives' assigned letters but that also didn't work. I think I should also mention I tried a different HDD just for testing and couldn't install there either only on the (D drive where the game has always been installed.

Can anyone help?

Please install again on the drive you are allowed to install and then try to move the game

To do this, head to Settings > Apps > Apps & features. Click an app and click the “Move” button. You'll be prompted to select another drive, and you can then click “Move” to move the app to that drive. If you see a “Modify” button instead of a move button, you've selected a traditional desktop app.

I did everything on there and still get the same mistake when trying to move the game. FYI I'm not using microsoft store for anything here even though it is mentioned everywhere, I can only download through xbox and move the game through windows settings.
