Enforcement site not signing me in and achievements not unlocking when earned

In regards to achievements, there is a specific troubleshooting step for the said concern and it will be related to enforcement only if there is an indication.

I would like to clarify, are there any indication of an enforcement action on your account or device?

By the way, try to sign in using a different device then go to https://enforecement.xbox.com.

This usually happens when achievements are earned offline and then a profile is recovered. There is unfortunately no way to fix this. There is also no need to worry about your account being banned or anything of the sort if achievements were earned before others.
The Xbox LIVE Enforcement Team can detect when 3rd party software was used to unlock an achievement.

We can help take a closer look into this with you here - can you reply to this post with a picture of where you're seeing that those achievements are unlocked, but not awarding any Gamerscore?

If you try re-earning one of those achievements, does it unlock normally when you try? If you are able to unlock those achievements now, that would indicate that you didn't receive any sort of Enforcement action regarding those achievements. If that's the case,
Is there another account you might have earned those achievements on previously?

As many have already stated, the result in ban or achievement reset comes from earning achievements "offline" that very clearly require you to the "online"

For example, if you played Cod WAW on xbox 360, and you earned all the offline story mode achievements, there would be no problem. Since your account never connected online, you could never earn the dlc achievements. You also could not earn the achievements,
while being worth 0 points, for getting Prestiege 1 or 10 in online.

Enforcement will reset or ban the account that has achievements unlocked in that manor, that it specifically requires an xbox live connection.

Due to the Xbox one requiring achievements to be unlocked online, if you unlock offline, it will show as offline, but never pop offline. they will only pop once you sign back in. Even though I am not an achievement hunter anymore, if the internet goes out,
i purposely wont play a game where i can unlock achievements, as I too am paranoid about that. Thankfully, due to the nature of this, Enforcement doesnt ban or reset for achievement integrity on xbox one... they will largely act suspicious with xbox 360 achievements,
as while they are unsupported and outdated.. there are still tools floating around to modify achievements.

All in all, you should be safe, not to worry... especially if all your games are xbox one, and you dont have achievements that require online play.

As Otaku said the achievements are removed due to cheating/tampering.

Gamerscore resets issued by the Enforcement Team reset all the achievements on an account, not just the ones unlocked by circumventing normal game play. If you want any of those previously earned achievements back, they will have to be earned on a new account.
They cannot be re-earned on an account that was reset.
