Enforcement Liberation

you'll find that PlayStation enforcement doesn't even have an appeal process and that Xbox has some of the most liberal enforcement in the entire industry

seems like xbl enforcement team is a bunch of safe space liberals when they see one little thing thats "offensive" they comm ban your for nothing....

if all outposts are now liberated then there isnt one for you to liberate again

Alright, here's how getting new Assassin recruits works: both cities are split into three sections each. Each section you liberate grants you one new minion, or assassin, to order around. To liberate a section you need to complete three sets of three little
Liberation missions. They're nice and easy to do, just use the Viewpoints scattered around the map to find them. Once you've completed enough of those missions you'll have to go and complete a mission for your Liberation contact. Once that done the corresponding
zone is liberated and you've got yourself a new Assassin!

You have to fully liberate the area not just do the liberations. They rabid dogs(and other activities) were never shown on my map so I had to run around and just come across them. Also look at (I think ) tab above the map it should say what % the area is
liberated.
