    so does this mean I'm temporarily suspended or permanently?

    "This account engaged in inappropriate communications. This activity may include harassment, abusive language, hate speech, profanity, disruptive or offensive language, spamming, or other inappropriate uses of Xbox Live communications features. Temporary
    suspension impact: For the duration of the suspension this account cannot use Xbox Live communication features, including in-game and party chat, messaging, video communications, gameplay broadcasting, sharing content, and Skype on Xbox One. Permanent suspension

    You may want to transfer the licenses to the new console. I also found that once I initiated a download via the console, to my new console, it was then made the console associated with website downloads.

    As KLRSKIR said, you will definitely want to do a license transfer (www.xbox.com/drm).

    .

    Additionally, to change the default console for website downloads, you will want to select the "Download All Items" option whenever you see this issue. Once selected, it will fix this issue.
