Enforcement action against me

recently I just got an enforcement action against me for recently calling someone a noob very rudely and I coud understand why action would be taken against me. However, in this case action against me was very unfair because the person I called a noob is
cheating and is playing in a way that is against Xbox code of conduct. The specific game is halo wars and there is a rampant problem where people are "dodging" games before they even start. Thuan particular person is at the top of the leaderboard and he got
there by playing people who aren't very good at the game and when he sees someone who is also at the top of the leaderboard he immediately quits the game application on the home screen and restarts the game. This forces the people in the lobby to restart the
search. This doesn't sound like a big deal but this forces high ranked players to play low ranked players and makes the whole ranking system tedious and time consuming. This player has been reported many times but no action has been taken against him so I
called him a noob and he reported me and action was immediately taken against me. Why isn't this player being punished?

Hello, I have recently received a notice of enforcement against my account after an incident in which I was accused of "throwing" an Overwatch competitive match. I simply played a hero the plaintiff deemed as suboptimal and he proceeded to report me whilst
I had done nothing wrong. The plaintiff's accusations are false and, in my personal opinion this case clearly needs a review. Thanks,
