Like ThisGameIsSucky basically said, the call backs are not available at this time. You'd have to wait until tomorrow morning.

When you do, go back to the support page I linked, select "contact us", choose "Subscriptions & billing", and then select "I don't recognize a charge."

After you select that, you should see the option to get a call back under the other options.

Call times are available from 9am to 4:30pm PT Monday-Friday, the same is true Saturday and Sunday. If you simply look up "Xbox Support Phone Number" on Google it should come up. Though officially requesting a call back online may be the best option. (I
don't think we're allowed to straight up paste the number here.)

You should be able to contact support from the following site, and if you'd like to speak with someone, then I would suggest requesting a call back.

click the Contact Us button then select Family and online safety and
I want to protect my account

click Next

scroll to the bottom and select Request a call

you (or your sister) will need to be signed in to an Xbox/Microsoft account to do this, so if your sister does it she will need to create a brand new Outlook account just for contacting Support.
