    Can you gift someone a game if you did not purchase it as a gift?

    When you signed into the xbox store you create an xbox account regardless of the email source

    And to GIFT A GAMe You must be in the same region

    The only way to gift a code is to click gift and enter the gifting to email at purchase not after

    There are two ways to gift to friends. The first, email gifting, will give you a redeemable code after purchase (usually sent to you via email). This one you can then send to your friend. The only drawback is if you get their email address wrong and they may not receive it.

    The second method which is the best is gifting directly to their gamertag on your list. That code will be sent to them via the Xbox Message Center and can be redeemed directly on the console.

    No. Since it sends a code they can redeem it through any account. Just also keep in kind that gifting is region locked. So if you live in the US, the person you're gifting also has to live in the US.
