Elite Series 2 Controller Bluetooth Not Working

I own an elite series two controller for my xbox one s and recently tried to pair it with my iphone 11. The iphone is on iOS version 13.4.1 but I am not getting any bluetooth compatibility with my elite controller. I have bluetooth on and I am no where
near my xbox so the light starts by flashing slowely. I then hold the pairing button on the top of the controller for about five seconds and the light starts flashing quickly. In every video I have seen, this is when a window pops up in the bluetooth menu
on the iOS device asking if you want to pair the controller. I am not getting any sort of connection between the two. I then tried to connect the controller to my Dell laptop running Windows 10 64x and still nothing.
