Sorry for the issue with your console. As you did the soft factory reset did not work, you will need to do a full factory reset, where you wipe everything off the console. Are you currently enrolled in the insider program?

Sorry to hear it. Try power cycling the console by holding the power button on it for 10 seconds till it shuts down to see if that helps.

If it does not then try a factory reset on the console. There's an option to keep installed games and apps so you won't need to redownload them and your saves are safe on the Cloud.

I have already tried all of the above and still did not make a difference just keeps saying the same issue

Thank you for responding. I see you have been trying to play ESO but are prompted to install a console update even though your console should be up to date. I'd like for you to try performing a

factory reset on your console by doing the following:

1. Press the Xbox button to open the guide.
2. Select Settings.
3. Select All Settings.
4. Select System.
5. Select Console info & updates.
6. Select Reset console.

Make sure to select the option which allows you to keep your games and apps. This will save you from the hassle of having to redownload everything. Let us know how it goes!

You may want to try clearing the MAC address too. To do that just go to your network settings, click advanced network settings, alternate MAC address, select clear, then reset. Your console will restart at that point.

Is the update for the console or the game? Do you have enough space available on your default storage drive for the download size?
