Elder scrolls online can't load character

I've tried everything. Deleted local saved games cleared persistent storage, opened up ports, did alternate port selection for nat on xbox one, turned router on and off twenty times, spent hours on phone with isp spent hours talking to Xbox support rep
online, i still can't play this game, i can play every other game just fine

We suggest in an effort to be extra thorough a reset of the console since
the problem might be on the actual OS of the console so we would suggest a
Soft Factory Reset (while keeping games and apps) IF AND ONLY IF THE FOLLOWING CRITERIA IS MET:

There is a stable network connection.
The information for all profiles is known (email and passwords)

Once the setup is complete it will ask if we want to keep settings or manual setup lets do manual setup. Give it a shot and let us know of any changes!

I did they just gave me basic troubleshooting steps that I have already tried

Yes i just reinstalled it and cleared my Mac address

do you try reinstalling the game and erase console cache??

Did you run the "test multiplayer connection" check on the xbox? If so is everything fine there or did you get any error?
