try the following steps

1. Check http://account.microsoft.com to see if all information is up to date

3. Clear the console cache, see this link for the how to:
http://support.xbox.com/en-US/xbox-360/settings-and-initial-setup/clear-system-cache

4. Turn the console off.

5. Turn the console on.

6. Clear the console cache one more time

7. Try the friend request

If that fails also try to see what happens when you send the friend request via xbox.com?

If it's not working on xbox.com either then it's best to contact Xbox Support via Phone or Microsoft Support Chat at

same problem here , but when i purchased game on microsoftstore.com it worked

I'm also having this issue when trying to buy Recore. Tried several different payment options, all added on Microsoft billing. This is very frustrating.
