E106 00000009 80070002

So, every time I turn on my Xbox it saids "Something went wrong" at the top, and at the bottom it saids "E106 00000009 80070002." Under, "Something went wrong," there's 2 options, "Restart this Xbox" and,"Troubleshoot." When I click on "Troubleshoot," "Restart my xbox," "Reset this xbox," "Turn off this xbox," and "Offline System update," shows up. "Offline System update," it won't let my chick on the offline system update and I have tried everything else. Is there anything else I cant try to do to fix this problem?

I have tried doing an offline update per instructions on the support page but get an error message each time of E106 00000009 80070002. I have read that there is something different about the console being part of the insider program.

Ok, used a different power supply from my daughter's Xbox and got it to at least start up.

USB effort fails, but actually makes it to 4% with a new error code: E106 00000009 80070002

After multiple attempts, the best it would do would be 6% on the"Preparing Console" screen.
