The only reason I can imagine why it's asking you to buy the game is that the account you are signed into is not the one that has the Game Pass subscription. Gears of War 4 and Ark Survival should be downloadable on PC from your Game Pass subscription.

Go to account.microsoft.com and check under Subscriptions and Services in the top banner and make sure your Game Pass subscription is active. Then sign out from the Xbox App on PC and sign back into it with the same account you used to sign into account.microsoft.com.

Thank you for keeping us updated. What is the name of the game that you are not able to download? Also, are there other games that you are able to download that are on Gamepass and play anywhere titles?

I ask because I know Ark survival was having some issues with which version was play anywhere.

Only the Xbox Play Anywhere titles can be played through game pass on PC you will need to make sure your PC has the right specs and meets the requirements to play. It's not the Windows type that you need to worry about it's more so the technical specs
of the computer that matter.
