DRM question

So lets say i have gamertag A has digital downloaded games like for honor, halo 3,watch dogs, to name a few, i could transfer them to a different gamertag or no?

Im confused on the whole license thing tbh, system license and local license, i heard about the transfer licenses thing and wanted to get the games off the old account and go to my new account that i created ( this account) but with games with gold i have
digital games that i dont know if they will transfer or not.... If someone can explain the license thing and if i can transfer digitally downloaded games or not wouls be greatly appriciated!

Nothing can be transferred between accounts including purchases, achievements and game saves.

How the licensing works is the account that purchases the games has the purchase license. That account can then assign a console as it's home console to allow users on that console to access games without the purchasing account being logged in. The home
console holds the console license.

Home console can be designated up to 5 times in a one-year (365 day) period. This page can explain more: My Home Xbox Setting on Xbox One | Share Your Xbox One.

 

When you purchase digital content you get 2 licenses. 1 is attached to the account that made the purchase and the other is a console license (for the One it's the Home
console). The account license cannot be transferred to any other accounts. The console license can be transferred to another console. It's recommended to mainly be used in the event that you get a new console. The games on a Home console can be accessed
by any other profiles on that console, but the original account that purchased the game will still own it.

Just a note as well, it is a violation of the code of conduct to give access of your account to anyone else. So even though he is your brother, it's a violation for you to take over his account.

Taking a look at your question you mention being confused about how digital licensing works and if those same licenses may be transferred to other accounts.

The license transfer feature you suggested, is a feature that was only on the Xbox 360 console.

The network transfer feature on the Xbox One console is there for transferring games to another console
if say for instance you don't want to go through installing all the games on your account again this feature will move all installed games to that new console.

Unfortunately, titles may not be moved to other accounts. Those licenses can however be game shared by setting up the
home console which is recommended within a family setting that way one account can complete purchases for licenses and Xbox live memberships
and this is all shared with other accounts that sign into the console without having to sign into that.

Note: This is usually setup with the first account added to a new console.
