Dragon Age 2 DLC not working on Xbox series X after downloading everything from the website.

Profile & system > Settings > System > Storage. On the Manage storage devices > Clear local Xbox 360 storage.

If that didn't work, our best option would be to perform a factory reset. There's an option to keep your games and apps:

Since I downloaded everything from dragonagekeep for Dragon Age 2 no DLC works other then the Black Emporium. This also applies to Dragon Age: Origins. All of the DLC and everything I had just completed is not accessible because of the same message. I followed the steps given and still nothing.

Does the issue only happen to this specific game? How about your other games?
Have you also reinstalled the game itself?

First, make sure that all downloadable contents or items of the game are installed successfully:
In My games & apps, highlight a game (but don't select it).
Press the Menu button on your controller, and then select Manage game and add-ons.
Select the game tile, and then select each checkbox for which items you want to install.
Select Install, to confirm the installation.

If everything has been installed, let's re-add your account and power cycle your console to refresh your cloud data:
Note: Before doing these steps, please make sure that you know exactly the email address linked with your gamertag and the password to it so you can add the correct account again.

1. Remove account:
Press the Xbox button to open the guide. Select System > Settings > Account > Remove accounts. Select the account that you want to remove, and then select Remove to confirm. When you're finished, select Close.

2. Power cycle:
Press and hold the Xbox power button for 10 sec until it turns off. Unplug it from the power source for few minutes. Plug it back in and turn it on again.

3. Add account:
Press the Xbox button to open the guide. Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new.

Enter the email address for the Microsoft account that you want to add, and then select Enter.

Any update on this issue if it is still happening? I found a similar problem in EA forum and a troubleshooting we can try. I suggest to try the steps below to install the other DLC you are having problem with:

1. Install only using the second disc containing the DLC, make sure all DLC is installed (check your installation queue)

2. Clear your Xbox 360 storage (Settings > System > Storage > Clear local Xbox 360 storage)

3. insert the second disc and start the game
